COMBINED SYNOPSIS/SOLICITATION: MASS CHOIR DIRECTOR FOR THE PETERSON AFB CHAPEL (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written proposal (to include price quote for all CLINS, base and option years) on RFP reference number FA2517-04-T-0080. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. (IV) This solicitation is a small business set-aside; the associated NAICS code is 813110, and small business size standard is $6M. (V) This combined synopsis/solicitation is for the following commercial item: CLIN 0001-Catholic Music Director: Worship Services. Sunday Services and Special Services. Approximately 52 (fifty-two) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. CLIN 0002-Catholic Music Director: Weekly Rehearsals. Approximately 60 (sixty) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. CLIN 0003-Catholic Music Director: Special Services. Approximately 7 (seven) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. The CLIN structure (3 (three) CLINS each year) will be the same for the 4 (four) following option years: 01 Oct 05-30 Sep 06 Option Year 1 (One) 01 Oct 06-30 Sep 07 Option Year 2 (Two) 01 Oct 07-30 Sep 08 Option Year 3 (Three) 01 Oct 08-30 Sep 09 Option Year 4 (Four) (VI) Description of requirements are as follows: (SIMPLIFIED) STATEMENT OF WORK RESPONSIBILITIES AND TASKS Directs the 0930 Mass music program. Selects, plans, maintains, updates, and re-files Catholic Music. Recruits musicians, provides music and musicians, and acts as Cantor when necessary. Rehearses, invites, motivates, and trains all ministers of music. Is responsible for any additional accompanist’s remuneration and remuneration of stand in directors/musicians. Provides liturgical formation, music education, and practical preparation for liturgical celebration. Provides leadership, and prepares and manages the budget for the music program. Attends Catholic community events and Pastoral Advisory Council meetings. Is involved in ecumenical, cluster, Deanery, and Archdiocesan networks. Coordinates absences, keeps a record of units performed, and does not exceed the total units authorized. Tidies-up work area. QUALIFICATIONS The Choir Director is a professional who has thorough understanding of Roman Catholic liturgy. This person of faith is responsible for the effective planning, coordination, and execution of music within the liturgical celebrations of the parish. Is knowledgeable of and comfortable with Church music literature in all forms and styles for the congregation, choirs (adult, teen, and children), vocalists, and instrumentalists. Is proficient in liturgical principles. Has a thorough understanding of the musical, liturgical, and pastoral judgments that must be made in selecting music for liturgy. Keeps abreast of developments by seeking and or maintaining membership in a professional association such as National Association of Pastoral Musicians (NMP). Is proficient (must be able to sight-read and play music) in choral and keyboard, and in at least one other performance area (e.g., voice, violin, guitar, flute). Is proficient in arranging/composing skills to enable ministers (especially presiders) to function at full potential within the liturgies. (VII) Period of Performance is 01 Oct 2004 - 30 Sep 2009 (Basic Contract year plus Four Option Years) for service at the following address: 21 SW/HC 455 VINCENT ST, BLDG 1410 PETERSON AFB, CO 80914 (VIII) FAR 52.212-1, Instructions to Offerors – Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes for basic and all option years, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price. 2) Capability Statement (Pass/Fail Assessment) shall be used to evaluate offers. Only those offerors receiving a “pass” assessment will be considered for award. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004).
