The Warren Grant Magnuson Clinical Center located in Bethesda, Maryland is the National Institutes of Health’s Center for clinical research. The National Institutes of Health has a competitive 100% Small Business Set-Aside requirement under Commercial Services to provide mortuary services and Autopsy Services for indigent patients within the Clinical Center. The Standard NAICS code is 812210. The mortuary services are required for both adults and children to include pickup of bodies within 8 hours. Also required when necessary shall be the total preparation of the body including embalming, cosmetics, dressing of the body, providing protective undergarments, and placement in casket. The contractor shall also be responsible for procuring local permits and certifications, providing caskets, cremation services, formal services, flowers. Personnel suitable to conduct services are essential in addition to local burial plots, domestic shipment and foreign shipment of bodies. On an as needed basis Autopsy for patients shall be necessary for the Clinical Center. The period of performance for this contract is anticipated to be for the Basic 12-month period with (4) four consecutive twelve (12)-month option periods. A fixed price Indefinite Delivery Requirements with performance based measures shall be used for this acquisition. This requirement has been determined to fall within the definition of Commercial Services as defined in FAR 2.101. Consistent with the requirements of FAR 5.203(a) and (h) – publizing and response time, this proposed contract action shall be published in the Federal Business Opportunity 15 days before issuance of a solicitation. The solicitation for this requirement shall be available on or about March 18, 2004 with a closing date approximately 15 days after issuance.
