The Contractor shall provide non-personal Protestant Christian Spiritual Leader services on-site at the Federal Correctional Institution, FCC Petersburg Complex Low, Petersburg, Virginia. Technical oversight shall be provided by the Contracting Officer's Technical Representative (COTR), as listed elsewhere in this solicitation. The Contractor shall lead religious services and congregate prayer, Protestant Christian Bible studies and provide instruction in the core curriculum topics. The Contractor shall also provide counseling as needed to meet the Residential Life Connections Pre-Release Program. Consultations will be held with the Life Connections Program Chaplain as needed. The Contractor shall have the ability to fluently speak, understand, read, and legibly write English. The Contractor shall not exceed 1 session per day (with a session define 1 ea. three (3) hours per day Monday through Friday except on Holidays), nor exceed 260 sessions for the Base Year, or 245 sessions for Option Years. The Contractor shall not exceed working 30 hours per week. This will be a Firm-Fixed Price Requirements Contract with 12 month Base Year and 4 one year Option Years. The Solicitation is scheduled to be released on August1, 2002 with all bids due by September 5, 2002.
