The Department of Health and Human Services/Program Support Center has a requirement for the Administration for Children and Families/Office of Refugee Resettlement to provide services to victims of human trafficking. The services are required for victims in any location within the United States. Human trafficking is modern-day slavery. It occurs when the victims are compelled to engage in commercial sex or to provide labor by means of force, fraud, or coercion (except that any person under 18 years of age engaged in commercial sex is a victim of human trafficking, regardless of whether force, fraud or coercion are present). It is anticipated that a single award indefinite delivery indefinite quantity contract will be awarded as a result of this solicitation for a base period of one year plus four option years. It is anticipated that task orders will be issued to provide (1) services to victims on a fixed-price-per-month basis; and (2) administrative services. The services to victims shall include the support they need to rebuild their lives and establish their ability to live independently. This may include case management, benefits coordination, counseling services, housing, legal services, health screening and medical care, mental health screening and therapy, other forms of counseling, food, public transportation passes, translation services, and clothing. The administrative services shall include publicizing the contract to organizations that may be aware of victims to maximize the number of victims who receive benefits and services; reporting victim caseload; management reports; weekly status meetings; and other like administrative services.
