U.S. Army Space and Missile Command/ Army Strategic Command (SMDC/ARSTRAT) intends to issue a contract to Vexcel Corporation, Boulder, CO through solicitation no. W91260-05-T-0011 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Sour ce Acquisitions. Vexcel Corporation will be providing analyst training and production assistance on the existing Coherent Change Detection (CCD) software in support of the Combat Exploitation Team.The required training and production assistance consists of : (1) Provide a one week training course for Synthetic Aperture Radar(SAR) Interferometry interpretation to include: (a) 5 day SAR class at Vexcel, Boulder, CO for up to five analysts,(b) Radar Satellite Data (RSAT), 2 color multi-view (2CMV) and Coherent Change Detection (CCD) image interpretation tutorials, and (c) All training materials, handouts, course preparation, administrative support, etc.(2)Coherent Change Detection (CCD) Production Assistance for Spectral Operations Resource Center(SORC) to inclu de the following: (a)Non-coherent SAR image coregistration of data,(b) Data preparation for coregistration samples, and (c) Analytical support of coherent change information from SAR interferometry tools. Period of performance for this training will be fiv e (5) days commencing approximately 17 August 2005. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional informa tion included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The proposed contract action is for analyst training/production assistance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Vexcel Corporation is the designer and developer of the CCD so ftware package and is the only known source for training support and production assistance. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52 .212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
