The proposed contract is a 100% set aside for small business concerns. The contractor shall provide all labor, equipment, transportation, uniforms and materials necessary to officiate services in the areas of softball, basketball, volleyball and flag football identified in the statement of work and Kirtland Air Force Base By-Laws. All officials must be members of the National Association of Sports Official (NAS) or of a state registered sports officials association for the sport being officiated. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The resultant order/contract is expected to consist of a basic year and four one-year options periods. The following factors will be considered and are listed in descending order of important: technical acceptability demonstrated by submission of current certifications of sports officials, past performance and price. A completed copy of the provision at FAR 52.212-3, Offeror Representation and Certificationsââ¬âCommercial Items, and FAR 212-4(a), Inspection of Services requires the contractor provide a Quality Control Plan (QCP) with the package.
