This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this sources sought announcement is to gain knowledge of interested large and small businesses that are capable of performing the requirements. Any responses to this sources sought announcement must be in writing. The following should be included in any responses to this notice: (1) company name, (2) address, (3) point of contact, (4) contact information (phone, fax, and email address), (5) DUNS number, (6) Type of small business, if applicable, (e.g. services disabled veteran owned small business, veteran-owned small business, 8(a), HUB-zone, women owned small business, small disadvantaged business, or small business), and (7) a capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below. The Department of Veterans Affairs Greater Los Angeles Healthcare System (VAGLAHS) Health Care for Homeless Veterans (HCHV) program has a requirement for transitional housing services for chronically homeless Veterans that suffer from a mental health and/or substance use diagnosis. Services shall be provided in a harm reduction environment, and include: (1) case management, (2) therapeutic and rehabilitative services, (3) medications management, (4) room and board, and (5) transportation to medical and mental health appointments. Community-based residential care and treatment shall be provided 24-hours per day, 365-days per year. It is the intention of the Department of Veterans Affairs (VA) to solicit proposals on a competitive basis for a firm fixed price, indefinite delivery-indefinite quantity (IDIQ) contract. The contract will include a base year (one year from date of award), and four (4) one-year renewal options that may be exercised at the discretion of the government. This solicitation shall be issued as a commercial item in accordance with FAR Parts 12, 13, and 15. Applicable NAICS codes are 623220, 624221, 623990, or 624229. The solicitation is expected to be issued on or about August 12, 2013, with responses due on or about August 23, 2013. All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov, and complete an Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
