The Indian Health Service, Gallup Service Unit (GSU), located in Gallup, New Mexico 87301 intends to negotiate a sole source award with Lumen Technologies Government Solutions, Inc. for data circuit/T1 data.  The North American Industry Classification System or NAICS code is 517112 with a small business size standard of 1,500 Employees. 

Period of Performance from January 1, 2023 through December 31, 2023. In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Lumen Technologies Government Solutions, Inc. providing data circuit services for GSU (Gallup Service Unit). The contractor is familiar with Gallup Service Unit's data circuit services, its requirements and is currently providing these services to GIMC.  The contractor provides data circuit services to the Gallup Service Unit. The local exchange carrier (LEC) for the City of Gallup. The company has monopolize on the provision of data services within the area.

This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. Any potential sources other than Lumen Technologies Government Solutions, Inc. may submit a capability statement via electronic mail by 2:00 PM MST on December 12, 2022.  Any other form of communication will not be considered.

A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
