The Office of the Comptroller of the Currency (OCC) intends to award an order in accordance with simplified acquisition procedures to Gallup, Inc. for its StrengthFinders assessment tool. The requirement includes 1,001 units in the initial year; 1,250 units in option years two and three; and 500 units in option year four. As part of OCC's Leadership Development 101 course offered to employees, the StrengthFinder assessment assists individuals in identifying, understanding and maximizing their strengths for their career development. Similar tools focus on talent themed results, as opposed to strengths, which have a more transformational effect on individuals' lives and work. The period of performance is 9/28/2015 through 9/27/2016, with three additional option years for the quantities identified herein.

This notice of intent is not a request for competitive quotes; however, firms that believe they can fully meet the Government's needs may submit substantiating written documentation to the identified point of contact by the date specified in this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon the responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
