This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation shall not be issued.
This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01. BACKGROUND
The Office of Laboratory Science and Safety (OLSS) staff provides the operational management of the Food and Drug Administration (FDA) White Oak Radiation Safety Program, and overall oversight of radiation safety agency wide. The goals of the program are to facilitate the use of radiation sources in support of FDA's regulatory and research mission; to ensure the safe use and security of FDA's radiation sources; and to maintain compliance with Federal regulations and requirements for worker protection, public safety, and the environment.
Radiation sources are used across the FDA in research and analytical laboratories in support of the FDA mission. The FDA White Oak Campus is licensed by the NRC to use radioactive materials (RAM) in research and regulatory support activities, and training under a broad Scope Type A license in compliance with NRC regulation 10 Part 20.
The Occupational Health and Safety Administration (OSHA) 29 CFR 1910.1096 requires radiation monitoring of radiation sources to ensure that personnel are within radiation exposure limits required by OSHA, US Nuclear Regulatory Commission (NRC), and the FDA's As Low As Reasonably Achievable (ALARA) policy for radiation exposure levels.
Currently, researchers at FDA can work with low levels of radioactivity and low energy radioisotopes in their lab. Renovation to the Radiation Safety Laboratory in WO64-G0008 has been approved for funding through the Office of Facilities, Engineering and Mission Support Services. This laboratory shall be used as shared research space to accommodate the use of volatile or higher levels of radioactivity for work that shall be performed to aid readiness to regulate existing and emerging technologies. The Radiation Safety Program shall provide oversight for the day to day operation of this laboratory. Utilization of the shared space laboratory can help reduce the cost of operation and maintenance. This proposed acquisition shall provide radioanalytical equipment for this laboratory.
OBJECTIVES
The objective of this contract is to purchase a Gamma Counter for high energy and/or high radioactivity isotopes. This laboratory equipment shall be available for the FDA Centers at the White Oak Campus to accommodate the use of radioactivity work that cannot be performed in the researcher's laboratory.
CONSTRAINTS
The following constraints are applicable to this contract:
Warranty or service shall provide an onsite response within 5 working days. Replacement parts shall not hold up their repair process than an additional 5 working days for parts that are already in stock.
SCOPE
The scope of this contract is to purchase a gamma counter that is multifaceted enough to meet the anticipated PET research needs. This laboratory shall be available as shared research space for the FDA Centers to accommodate the use of radioactivity work that cannot be performed in the researcher's laboratory.
GOVERNANCE FRAMEWORK
This work shall fall under the current oversight and governance processes of the FDA White Oak Radiation Safety Office.
TECHNICAL REQUIREMENTS
The vendor shall provide a Gamma Counter that meet the following requirements:
• Suitable shielding for Positron Emission Tomography (PET) research with isotopes such as Flourine-18 and Zirconium-89
• Multichannel analyzer with the ability to measure isotopes with energy ranges up to 4000 keV to better characterize nuclides with high-energy gamma ray emissions and/or summing from multiple gamma rays emitted in cascade
• Automatic decay correction to a defined time stamp
• Integrated Bar Code Reader
• Automatic sample changer with at least 40 racks for 28 mm vials and 10 racks for 13 mm vials
• Holders for at least 200 small vials or 75 large vials
• Calibrator Standards: I-129, Cs-137, Mn-54, Co-60, Na-22
• Basic software for quality control, data analysis, and data storage - shall include the product name and description, product website Uniform Resource Locator (URL), and model/version of all vendor installed software. FDA IT shall install Standard Microsoft Office suite and Adobe 2017 to allow export of data into other formats such as excel, and to save data into digital report formats.
• Windows 10 all-in-one PC: proposals shall include computer specifications that provide the product name, product description, product website Uniform Resource Locator (URL), and software version
• Laser Printer for PC Workstation - provide description and specifications
• Compact in size with less than 30" depth and width due to space limitation in laboratory
• Internal Sample Balance - automatic weighing of samples for reporting total activity per mass/volume
• Uncrating/unpackaging of all equipment, set-up and hook-up of the system, installation, and demonstration of all specifications
• Onsite training to include functions, maintenance, data administration, and basic troubleshooting
• Four option years for preventative Maintenance, repair, and technical support

The Statement of Need (SON) shall ask all bidders for specific computer hardware and software information for each product that is part of the overall solution (product name, product description, product website Uniform Resource Locator (URL), model/version). Product information from the proposal shall be checked against the mat list or a new technology request shall be submitted for software and hardware that is not on the MAT list before returning the technical evaluation to the Office of Acquisition & Grants Services (OAGS). This process shall ensure that the technical proposal meets laboratory technical requirements and agency IT compliance requirements.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Dun and Bradstreet (DUNS) number, country of manufacturing of equipment, and certification that all company information listed in the System for Award Management (SAM) database is complete, accurate, and current.
Offerors shall ensure the solicitation number is visible in the header of the email transmission of their quote.
The award shall be evaluated and awarded as Lowest Price Technically Acceptable. Quoters shall demonstrate they are capable of satisfying the maintenance requirements set forth in this solicitation.
Faxed quotes shall not be accepted.
