Technical: Award will be made to the vendor who is deemed responsible and responsive. To be eligible for award, a quotation must meet all technical requirements and conform to all required terms and conditions. The technical area will be evaluated on an "acceptable" or "unacceptable" basis. Only those quotations determined to be technically acceptable will be evaluated on price. If the quotation received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award.
