The Government intends to solicit on a unrestricted Full and Open Competition basis Xenon, Gaseous, Grade EW, cylinder(s), IAW Purchase Description, Xenon, Technical, dated 25 Aug 2003. Contractor shall provide all production, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture and delivery of Xenon gas f.o.b. destination.
The total estimated contract quantity is approximately 96,000 standard liters (LI) to Lockheed Martin Space System Company, Sunnyvale CA. Period of performance will be 1 April 2013 through 30 September 2013. The Government intends to award one Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The requirement will also contain line items for associated services such as Monthly Lease of Cylinders and Detention Cost. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. A combined synopsis/solicitation will be issued on or about 18 Jan 2013 and will be posted to the FedBizOpps web page (http://fbo.gov/).
