The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Laboratory of Genetics and Developmental Biology Center, intends to negotiate and award a purchase order on a noncompetitive sole source basis to, G.E. Healthcare Bio-Sciences Corp., 800 Centennial Avenue, Piscataway, N.J. 08855-1327, to purchase below item. The reference number: NHLBI-CSB-(HL)-2011-067-DDC. Product number 28411202, AVB Sepharose HP, 1 L quantity 4 each The sole source determination is based on the fact that the Laboratory of Genetics and Developmental Biology Center, undertakes research that involves production of recombinant adeno-associated virus (rAAV) used in pre-clinical studies. The purification process requires immune-affinity chromatography. GE’s AVB-Sepharose is the only commercially available product for rAAV immuno-affinity chromatography. GE Healthcare is the only company that manufactures AVB-Sepharose and, as the product is proprietary to GE, it is the only company that sells it. Based on the market research there were no small businesses that manufactured this system. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-Room 7D05, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-48 (December 30, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by January 15, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
