The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to award a Firm Fixed Price contract on a Sole Source basis to Vanguard Solutions of 51 Vetrone Dr.,West Paterson, NJ 07424 for the procurement of on-site software, installation and database build and entry for the GE/MAS Mastermind Alarm Monitoring System interface for the Regional Dispatch Center (RDC), Pearl Harbor and the Pacific Missile Range Facility (PMRF), Barking Sands, Hawaii. Authority for other than full and open competition is 10 U.S.C. 2304(c)(2) and FAR 6.302-2, Unusual and Compelling Urgency. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A sole source solicitation will be issued. The solicitation will be transmitted to the sole source contractor by means other than posting it publicly on the SPAWAR ECC Business Opportunities web site. Note 22 applies.
