The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Thermo Fisher Scientific, 28 Schenck Parkway, Suite 400, Asheville, NC 28803for GeneMapper ID-X Software licenses.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96, the North American Industry Classification System (NAICS) is 423450 with a business size standard of 200 employees. A quote is being requested under solicitation # DJF-18-0700-PR-0006115 using Simplified Acquisition procedures. This will be a fixed price purchase order. Based on FBI market research, it has been determined that GeneMapper ID-X software is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. GeneMapper software is manufactured exclusively by Thermo Fisher Scientific and is not available through GSA or SEWP distributors.

The proposed contract action is for the purchase of a GeneMapper software for which the Government intends to solicit and negotiate with only one source under the authority of 41 USC 3304(a)(1). This notice is not a request for competitive proposals. Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (JAN 2017).
