This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in La Jolla, Ca on a sole source basis with Life Technologies, Inc. located at 180 Oyster Point Blvd., South San Francisco, Ca. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures, with an estimated value of less than $100,000. Proposed contract will be for an annual service contract. The annual service contract will be for the AB Assurance 1PM 3730 Genetic Analyzer, serial number 19135-014 used to detects DNA sequence synthesis during a electrophoresis run using simultaneous four color wavelength detections that are patented by Life Technologies, Inc. and the only company that can offer an AB Assurance plan that provides repairs, maintenance and support. The North American Industry Classification System Code (NAICS) of this procurement is 334516. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately 09/16/2013 through 09/15/2014. It is the Government's belief that only Life Technologies, Inc. can provide this service. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide this service that meets the Government's requirements may submit substantial documentation in writing to the identified point of contract within 15 days will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
