In accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures and Part 6.302-1, The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Computational Toxicology & Exposure Division (CCTE), in Research Triangle Park, NC has a requirement for processing 48 EPA provided samples for methylation profiled sequencing. These samples are derived from archival tissue in a study examining early life chemical exposure to later life adverse outcome. This requirement is to support efforts to identify genomic/epigenomic biomarkers, specifically methylation changes, induced in the livers of mice through an early life environmental exposure. EPA intends to issue a firm-fixed price purchase order to Q Squared Solutions Expression Analysis on a sole source basis. Previous sequencing for this research project has been provided by this vendor and if another vendor does the current sequencing there may be a systematic bias in the results that will cause erroneous conclusions to be drawn. Thus changing vendors at this time will negatively impact the research project. To our knowledge, Q Squared Solutions Expression Analysis LLC. is the only vendor who can provide these services. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternative sources exist which could satisfy CCTEs requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement by 2:00 pm ET on April 12, 2021. Responses must be in writing to daggs.pam @epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
