The US Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), specifically the Strategic Sourcing Acquisition Division (SSAD) intends to negotiate on a sole source basis to GeoCue Corporation using the procedures in FAR parts 6 and 13. The resulting award is anticipated to be a firm fixed price purchase order.
The DOC, NOAA, NGS/Remote Sensing Division requires software maintenance on existing Terrasolid licenses and the purchase of 8 additional licenses as follows:
1.Qty 9-Terrasolid (TerrScan) Software Maintenance; 2. Qty 8- Terrasolid (TerraMatch) Software maintenance; 3. Qty 3-terrasolid (TerraScan Viewer) Software maintenance; 4. Qty 8- Terrasolid (TerraPhoto Viewer) Software Maintenance; 5. Qty 1- GeoCue Department Server Maintenance; 6. Qty 5- GeoCue Client Maintenance; 7. QTY 4- LIDAR 1 CuePac Maintenance; 8. Qty 1- Project Administrator Maintenance; 9. Qty 2 DEM CuePac Maintenance; 10. Qty 17- GeoCue Distributed Subtask Software Annual Maintenance; 11. Qty 8- GeoCue Distributed Subtask Software License. Period of Performance: 7/1/2012 through 6/30/2013.
GeoCue Corporation is the only party known to NOAA that can provide the required maintenance since the products listed are proprietary products of Terrasolid of Finland with GeoCue Corporation as the only authorized North American reseller for Terrasolid Products.
The statutory authority for other than full and open competition is 41 USC 253©(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS0 for this acquisition is 541519 with a small business size standard of $25.0M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. [email protected] by 1:00pm on April 11, 2012. Awards will be made using FAR 13, Simplified Acquisition Procedures, current through FAC 2005-57. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the government.
