Statement of Work for Geologic Data Collection along the

U.S.-Mexico Border

1.0       Location of Work

The work described here will occur at Otay Mesa within a few months, but may also be expanded in the future to include selected sites anywhere along the U.S.-Mexico border.

Initial geologic characterization data are needed from twelve sites within an area south of San Diego, CA along the U.S.-Mexico border, known as Otay Mesa.  The area to be characterized is located between the primary and secondary border fences (Roosevelt Easement), and is approximately 9 miles in length (east-to-west) and about 60 feet (ft) wide (north to south).  At eleven of the sites, geologic characterization data are needed from the surface to the depth below ground level of 150 ft, at one site geologic characterization data are needed to a depth of 70 ft.

2.0       Scope of Work - Phase I

This scope description is for Phase I at Otay Mesa but is representative of data collection activities that may be required at several other sites along the U.S.-Mexico border.

Five primary types of characterization data are required to be collected at 12 surface locations and 6 underground locations in the U.S.-Mexican border zone near Otay Mesa.  Standard procedures (e.g., ASTM standards) must be followed as applicable.

•·         Field Measurement of Certain Soil Properties

•·         Borehole Geophysical Logging

•·         Laboratory Measurement of Certain Soil and Rock Properties

•·         Deformation Measurements of existing border tunnel back and invert using convergence measurement

2.1       In Situ Soil Data Collected During Drilling

Soil data will be collected by continuously sampling from ground surface to refusal by means of Standard Penetration Tests (SPTs).  Rock coring will be conducted if SPT refusal is reached, as indicated by SPTs > 100/2 inch (in.).  Core must be "HQ" size.  SPTs will be conducted if core recovery falls below 20%.  Split-spoon samples and representative rock samples will be sealed in a manner appropriate for preserving natural moisture content for later laboratory testing.  

2.2       Field Determination of Certain Soil Properties and Borehole Data

All samples shall be described, containerized, and labeled with a unique sample number.  All sample depths are to be given in feet below the ground surface.  Field geologic and soil data such as that listed below are to be recorded on a soil boring log for each of the 12 locations as appropriate:

•·         Soil classification (USCS)

•·         Geologic classification

•·         Lithologic contacts

•·         Interval times

•·         Sample ID and depth

•·         Percent sample recovery

•·         Number of blows and total penetration depth of sampler

•·         Depth to groundwater (if encountered)

•·         Soil moisture conditions

•·         Depth to bedrock (if encountered)

•·         Total depth of boring

•·         Depth to refusal (if encountered)

•·         Moisture content and dry density of the split-spoon samples and bulk samples collected in the SPT barrel

•·         Dielectric constant at each change in soil type



2.3       Borehole Geophysical Logging

Geophysical data are required from eight locations, via standard wireline geophysical logging methods in small-diameter (less than 8 in.) up to 150 ft deep.  At the time of logging the wells may be dry or fluid filled. 

Any or all of the following geophysical logs will be run from surface to total depth (TD) at 8 of the 12 locations.

  • Compensated Formation Density with Caliper
  • Formation Induction Resistivity with Spontaneous Potential (SP)
  • Formation Single Point, 16" & 64" Resistivity with SP
  • Full Waveform Sonic
  • Gyro Deviation and/or Magnetic Deviation
  • Natural Gamma Ray
  • Optical Borehole Televiewer
  • Vertical Seismic Profiling (VSP) on 5-ft stations to characterize compressional and shear wave attenuation properties.
  • Cross-Hole Seismic Tomography between two holes located approximately 100 ft apart.

2.4       Laboratory Measurement of Soil and Rock Properties

Selected samples from each location must be submitted to a geotechnical laboratory for the following measurements, using standard ASTM procedures.  Samples from 8 of the 12 locations will be tested at the approximately frequency listed in the table below.

2.5       Deformation Measurements of Galvez Tunnel, Phase I

The Galvez tunnel, near Otay Mesa, is comprised of a short remaining section of a confiscated border tunnel that has been sealed at both U.S. and Mexico borders. Only a short section through the Roosevelt Easement remains open and is accessed via a concrete-lined manway furnished with confined space egress hoist. Install a minimum of 6 convergence measurement stations and establish baseline location data, for future monitoring by others.

Evidence of recent experience (5 years) doing geotechnical characterization work, including standard penetration testing, coring, borehole geophysical logging, lab measurements of physical and mechanical properties of soil and rock near the US-Mexico border in California.

 

Evidence of recent experience doing geotechnical characterization work within the Roosevelt Easement.

 

Description of which scope activities would be performed with in-house capabilities and which would be performed by lower-tier subcontractors.

 

The present Experience Modification Rate(EMR) for prime contractor and all lower-tier subcontractors. Only EMR of 1.0 or less is acceptable.

 

Resumes of logging engineers and geologists with minimum five years experience in the targeted area.

 

Confirmation of participation in a pre-bid walkdown of the jobsite with other bidders.

 

Evidence of a Quality Assurance Program that demonstrates how standards applicable to these tasks will be met.
