This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-84N8-S-09-0007 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. This is a total small business set-aside and the small business size standard is 500 employees. The North American Industry Classification Code is 327123. A quotation is requested for two (2) line items and one (1) optional item. LINE ITEM 1: 27,000 Square Feet of Geosynthetic Clay Liner (GCL) for Avocet Pond. Must be suitable for 3 to 1 slopes, have a maximum leakage rate less than 100 gal/acre/day, and a permeability less than 6 X 10 (-10) cm/sec. LINE ITEM 2: 139,500 Square Feet of Geosynthetic Clay Liner (GCL) for Avocet Pond. Must be suitable for 10 to 1 Slopes, have a maximum leakage rate less than 100/gal/acre/day, and a permeability less than 6 X 10 (-10) cm/sec. OPTIONAL ITEM 1: List of equipment needed to install liner and there individual purchase prices. (Example stinger or spreader bar) To be delivered 5 miles North of Manila, UT on Hwy 43 (which turns into Hwy 530) on or before November 24, 2008. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 4:00 p.m.), excluding official Federal Government holidays. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, technical specifications, and availability of product. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items.
