The General Services Administration, 1710 Corporate Crossing, Suite 3, O'Fallon IL 62269, intends to issue a sole source Blanket Purchase Agreement (BPA) to The SANS Institute, LLC, 8120 Woodmont Ave Suite 310, Bethesda MD 20814-2743. This effort is for the purchase of Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH) and GIAC Security Essential Certification (GSEC) certification exam vouchers and certification renewal vouchers. The SANS Institute is the governing body for the GIAC certifications. They developed and control the policies and procedures for purchasing certification tests and renewal vouchers. SANS is the sole source provider for GIAC certification exams and exam vouchers and the only company that can fulfill the Government's requirement.

A request for quotation is expected to be issued 8 Apr 16. Anticipated award date is 28 Apr 16. The resultant BPA will be Firm Fixed Price with a one-year base period and four, one-year option periods. The period of performance is contingent upon award.

The authority for this sole source action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements.
