The U.S. Army Corps of Engineers, Sacramento District (USACE) is required to purchase mitigation credits for giant garter snake habitat to offset anticipated construction impacts resulting from repairs and construction along levees located in the Lower San Joaquin River Basin, near Stockton, California. These levees are located along reaches of the Calaveras River, Fourteen Mile Slough, French Camp Slough, and Duck Creek. The advance purchase of credits is mandatory for compliance with the Biological Opinion (BO) issued 13 June 2016 (No. 08ESMF00-2015-F-0206) from the U.S. Fish and Wildlife Service (USFWS) and must be completed before any construction begins.
The contractor shall provide 22.62-acre credits of Giant Garter Snake habitat. The mitigation bank must be approved by USFWS, and must service the area affected by levee repairs and construction. Mitigation banks with service areas outside the region affected by this construction will not be considered.
