The Centers for Disease Control and Prevention, Division of Laboratory Sciences (DLS), intends to award a sole source firm-fixed price contract to obtain a service agreement, including technical maintenance and service support of GILSON instruments to GILSON INC., 3000 Parmenter Street, Middleton, WI 53562-1617. The contract will be for a base period of 12 months and four 12 month option periods. DLS uses a variety of equipment from GILSON to accomplish its public health mission. The instruments must be operational at all times to provide emergency response capabilities.

The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements.

The Division of Laboratory Sciences uses a variety of laboratory equipment manufactured by Gilson, Inc. to accomplish its public health mission. These instruments are used in analyses performed for chemical terrorism and emergency response, and in research and development to establish new analytic methods. As initial warranties expire for purchased instruments, they need to be covered by a maintenance agreement, which provides preventive maintenance and required services to ensure that the instruments are maintained in optimal operating condition and are available to perform required analyses.

Gilson, Inc. offers trained and certified technical and scientific staff with field service engineers trained on the Gilson equipment. Additionally, Gilson has prior knowledge and experience in troubleshooting, repairing, and completing preventive maintenance practices for the Gilson equipment. Gilson also has access to technical document updates and factory warrantied repair parts so that in the case of instrument failures, repair and service requests require the least amount of time possible.

No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
