This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 70Z03218QP04KH100, and is issued as a Request For Quote (RFQ).

This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-96 posted on 6 November 2017. Prospective Offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor FedBizOpps website for the release of any amendments to this solicitation. This is a Small Business set aside. The NAICS Code is 333314, Optical Instrument and Lens Manufacturing, with a size standard of 500 employees. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov

Requirement:
The United States Coast Guard (USCG) Research and Development Center (RDC) has a requirement for the following. This requirement is for the procurement and delivery of four (4) Class 1 ocular interruption laser system, name brand or equivalent to B.E. Meyers & Co., Inc.'s GLARE HELIOS Class 1. The specification requirements are listed in the attached RFQ.

Delivery Terms:
Within 90 days delivery upon receipt of purchase order. If delivery cannot be made within 90 days, contractor shall propose a delivery date. The delivery date will be part of the selection criteria. POC information will be provided on the purchase order.

Due Date
Quotes are due by September 14, 2018, 2 pm Eastern Time, and shall be only submitted electronically to Simon W. Leung, [email protected]. Please include RFQ 70Z03218QP04KH100 in the subject line of all the emails. Quotes received after this date and time, will not be considered. Emailed quotes are the only will be accepted.

Quotation Instructions
The offeror's initial quotation shall contain the offeror's best terms from the standpoint of price. The Government intends to evaluate offers and award a Firm Fixed Price Purchase Order without discussions based on the Lowest Price Technically Acceptable (LPTA) and delivery date. Quotation shall specify the Total Firm Fixed Price, FoB destination, which means the quoted price shall include the cost of shipping and the delivery date.

NOTE: The Government will not pay for costs incurred in the preparation and submission of this quote or other costs incurred in response to this announcement.

Question and Request for Information:
Questions and requests for information will be made available upon request by email to the Contract Specialist, Simon W. Leung at [email protected] or 860-271-2886. It shall be the obligation of the Offeror to exercise due diligence to discover and to bring to the attention of the Government any ambiguities, inconsistencies, or concerns regarding the information in this solicitation. Questions and requests for information are due no later than 2:00 pm Eastern Standard Time, 13 September 2018. After this date and time, further requests may not be accepted or answered due to time constraints. Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the solicitation closing date. Questions and requests for information will be compiled and addressed on a Standard Form 30, Amendment of Solicitation, and will be posted via http://www.fbo.gov for viewing by all potential Offerors.

Clauses

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision.

The provision at 52.212-2, Evaluation-Commercial Items, is not used. The Government intends to evaluate offers and award a Firm Fixed Price Purchase Order without discussions based on the Lowest Price Technically Acceptable (LPTA) and delivery date.

The offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
