The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Center's (ARDEC), Benet Laboratories (BL), intends to award a sole source call order to Dynamic Systems, Inc. (DSI)) (herein referred as the Contractor), located in Poestenkill, NY, under existing BPA #W15QKN-15-A-0103. The NAICS Code for this acquisition is 334519 and the small business size standard is 500.

The government requires the Contractor to provide the following Gleeble 1500D products:

• Refurbish 10 HP Hydraulic Pump Unit- 480/360V, 50A, 50/60 Hz, 3 phase.
• QuikSim II Proprietary Software Package.
• QNK Neutrino 6.5 Upgrade including CAN BUS Controller, Pump Relay Controller, 3 ft and 25 ft Category 5E Cables, and 4 Port 10/100 Industrial Switch.
• Upgrade Kit from Bittware DSP to Toro DSP and New Toro DSP Board with 16 Channel 50 KHz Data Acquisition, Toro I2C Buss Cable, COM091 6 ft Extension Cable, AM3017E High Speed I/o Module for use with Toro Board AM3034B Toro Thermal Interface Board COM092 Communication Cable.

Onsite installation shall be done by company representative, and shall entail the following activities:
• Connect and Install the new workstation systems, computer and software
(QuikSim II)
• Integrate the Origin 2017 Individual Node Software package. This will be purchased on GSA.
• Assemble and Install the following modules and cables:
5.1.2.1 3032 Thermocouple Conditioner Module
5.1.2.2 3017 High Speed I/O Module
• Attach the refurbished hydraulic pump.
• Calibrate the upgraded Gleeble system.

AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(b) (1) (ii) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements - for Unique Supplies or Services. Responsible offerors may submit a capability statement, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. APPLICABILITY OF AUTHORITY: The availability of the hardware and software is only from one source Dynamic Systems, Inc. (DSI). DSI designed and built the Gleeble 1500 test equipment. The control software and control electrics are proprietary to DSI.
