Under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, this is to notify industry that a Sole Source Firm Fixed Price contract is anticipated to be awarded in the near future to General Motors (GM), for the acquisition of licenses for General Motors Software that allows for better and quicker diagnostic work on GM vehicles .  General Motors is the sole proprietor and provider of this GM TIS2Web/GDS 2 software, and anyone attempting to provide this software through any means other than General Motors or their aftermarket brand AC Delco would be in strict violation of the GM terms of use and the access would be terminated.

 
A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.  This synopsis does not constitute a solicitation, but is rather meant to display the Government's intent to award a sole source contract in the near future. Justification is available to be provided upon request.
