This is a combined synopsis/solicitation for equipment in accordance with FAR 12/13 procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The U.S. Coast Guard (USCG) invites your company to submit a quote to meet the requirements under "Quotation Content" below.

As a result of this RFQ, the USCG intends to award a Firm-Fixed Price (FFP) Purchase Order with a delivery date of no later than 30 days after award.

This is an unrestricted competition with no small business set aside.

This award shall have the following CLINS (ALL CLIN QUANTITIES ARE ONE):

CLIN 00001: Global Navigation Satellite System (GNSS) Multiple Frequency Receiver capable of receiving/processing the following signals:
GPS - L1, L2, L2C, L5
GLONASS - L1, L2, L2C
GALILEO - L1/L2/E1/E5B, AltBOC
BeiDou3 - B1, B2, B3
QZSS -L1,L2C
SBAS

CLIN 00002: Wideband Antenna for GNSS Receiver (see CLIN 0001)
Specifications: Active antenna capable of receiving the following signals:
GPS L1/L2/L2C/L5,
GLONASS L1/L2/L3,
Galileo L1/E5/E5a/E5b/E6,
BeiDou (Compass) B1/B2/B3,
and other L-band signals,
Choke-ring, N connector

CLIN 00003:Radome enclosure for wideband antenna (see CLIN 0002)

QUOTATION SUBMISSION DEADLINE - Monday, 26 September 2016.

Please submit your quotation to [email protected] and [email protected] on or before 12noon EST on 26 September 2016. When responding, please include "HSCG23-16-Q-MLQ1358" in the subject line of the email.

CONTENT

Quotes shall include the following:
• All product specifications to meet the requirement as detailed within the specifications
• Cost/Price clearly expressed

Volume 2: Price Submission

The Offeror shall provide a price proposal on a firm-fixed price basis. The Contractor shall provide pricing in the formatting below.

EVALUATION

The Government will evaluate quotes using a lowest-priced technically acceptable methodology, as follows:

Technical Acceptability: In order to be considered technically acceptable your company shall quote equipment that meets the minimum specifications listed in the Statement of Work (SOW). Enough information must be provided to ensure that your quoted product meets the specifications of the requirements. This can include product brochures, detailed technical specifications, photos of the equipment, and other industry standard product information quotation methods (as long as there is enough information for the Government to be able to determine if the quoted products meet the minimum specifications). Failure to quote all products, or to quote products that are not being solicited for, or to not quote enough technical information to determine acceptability shall result in the non-selection of that quote. Finally, in order to be considered technically acceptable, your company must be listed in the System for Award Management (www.sam.gov). Those who provide quotes but are not listed in the System for Award Management shall be considered technically unacceptable and not eligible for award. Please provide your DUNS number in your quote so the Government can confirm your entry in the System for Award Management.

Price: The Government will evaluate the total overall price to determine price reasonableness. Your quote shall include an excel file that clearly breaks out the prices in the same format used above.

BASIS FOR AWARD

The Government will select an awardee based on a lowest-priced technically acceptable basis. The Government will evaluate the lowest-priced quote for technical acceptability. If it is acceptable, other quotes will not be evaluated. If the lowest-priced quote is not technically acceptable, the Government will evaluate the second-lowest priced quote, and so on, etc. This may result in a quote not being evaluated if a lower priced order is found to be technically acceptable.
