THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation

1305M2-20-Q-01443 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-07.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS), 1315 E-W Hwy, SSMC-3 RM 8813, Silver Spring, MD, 20910, has a requirement for Global Navigation Satellite System (GNSS) Receivers with delivery no later than September 30, 2020.

Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. The Government will award a firm fixed price contract based on the Lowest Price Technically Acceptable.

This RFQ is 100% small business set-aside, associated NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,250 employees.

Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
5. Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.

All questions shall be submitted in writing to [email protected] by 11:00 A.M. Eastern on July 27, 2020. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on July 30, 2020. Quotes must be submitted electronically via e-mail to [email protected].

The anticipated award date is on or about August 6, 2020.

DOC/NOAA Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
