DESCRIPTION: Contracting Office: Department of the Air Force, Air Force Material Command, Aeronautical Systems Center (ASC/PKOBA), Wright-Patterson AFB, Ohio, 45433. Notice of Intent to Award a Sole Source Purchase Order (PO) to: NovAtel, Inc. to support Air Force Institute of Technology's Advanced Navigation Technology Center's research in GPS (Global Positioning) and IMU (Inertial Measurement) located at Wright-Patterson AFB, OH. This material is considered an integral part to research and development of the Advanced Navigational Center, and must be interchangeable with current NovAtel equipment. Intention: Award a Firm Fixed Price PO for the above mentioned items directly with NovAtel, Inc. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The notice of intent is not a request for competitive quotations; however, all quotations received within five(5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
