Background The Southern California Association of Governments (SCAG) Go Human campaign is a three pronged outreach strategy to increase walking and biking in the SCAG region. The campaign includes an advertising/marketing strategy, local championâs toolkit and open streets/demonstration projects. For information on the campaign, visit http://gohumansocal.org/Pages/Home. For this project, the Consultant will plan and implement Go Human open streets/demonstration projects. The Go Human open streets/demonstration events provide an opportunity for communities to educate residents and stakeholders on active transportation safety and encouragement and showcase innovative design treatments that are catalytic in maximizing the walking and biking trips in the community. These design treatments require robust and innovative outreach to educate elected officials, residents, staff and other stakeholders on project benefits and impacts. The events are effective in dispersing safety and encouragement messaging and instrumental in advancing infrastructure projects either in conceptual, design or implementation phases. This project will be the third phase of Go Human events. Through the first two phases, SCAG has hosted events in 15 cities. Scope of Work This Scope of Work describes the tasks that shall be performed by the Consultant to complete all of the work described herein for the development and implementation of the Go Human Open Streets and Demonstration Projects. All Go Human events in this phase may be either a demonstration project and/or an open streets component. The Consultant will develop the final event strategy with direction from SCAG, City staff and the Advisory Committees. The Consultant shall budget for their staff and sub Consultant staffâs (if utilized) labor costs for each event. The Consultant shall provide Other Direct Costs budget related to event planning (i.e. travel, programming, demonstration materials, traffic management, meeting materials and amenities). The Consultant will be responsible for developing a Purchasing Plan with that budget (see project tasks below for Purchasing Plan information). SCAG will procure all items identified in the Purchasing Plan. As part of the contract the Consultant shall develop and implement five (5) Go Human events, primarily in the Inland Empire, in the following cities: 1. Hemet 2. Lake Elsinore 3. Ontario 4. Colton 5. San Jacinto In the case that one of these cities can no longer host an event, SCAG reserves the right to replace the project with an event in another city within the SCAG region, with preference to cities in San Bernardino and Riverside counties. The order listed doesnât reflect an expected order of implementation. Event schedules will be determined after consultations with each jurisdictionâs staff and the Advisory Committees. The Consultant shall work with host cities and partnering agencies to identify the event locations and design/implement demonstrations. The Consultant shall be responsible for all aspects of event planning, demonstration design and installation, and feedback solicitation for all five (5) events. SCAG will be responsible for publicity and communications related to the events, including development and printing of event advertising and marketing materials, press events, the production of a passport program (see paragraph below) that will serve as a guide for each event, and production of a standard survey to (be administered and processed by the Consultant). In addition to supporting long-term infrastructure improvements through the open streets/demonstration projects, the Go Human events also provide a means to increase awareness and promote the advertising and toolkit components of the Go Human campaign. SCAG has developed the Go Human passport program, called the Go Human Challenge that provides opportunities for participants to learn about active transportation and health benefits, provide feedback and win prizes. The Consultant will work with the community and SCAG staff to integrate the passport program into each of the events as a means to promote broader campaign messaging across the region. Developing a strategy for staffing the passport stations either through employees or volunteers will be the responsibility of the Consultant.
