The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services, Springfield, IL intends to issue a sole source contract with Arkion Life Sciences, New Castle, DE, for Flight Control Plus. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
The active ingredient in Flight Control Plus is 9, 10 anthraquinone; no other goose repellant currently available will meet the needs of these projects. Other chemical goose repellant products available have the active ingredient Methyl Anthranilate which is not as effective or as long lasting as 9, 10-Anthraquinone.
This chemical is applied via spray equipment directly to established turf grass areas. After the chemical dries on the grass it reflects UV light, which is a visual deterrent to foraging geese. If the visual deterrent does not have the desired affect and the chemical is ingested by the geese it causes digestive irritation. After ingestion and irritation, geese "learn" that the treated areas that reflect UV light will cause digestive irritation and they avoid these areas. This chemical is used to reduce goose damage to sensitive lakefront turf grass areas along Lake Michigan and in other recreational areas in IL.
This notice of intent is not a request for competitive proposals.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
