The Naval Air Systems Command (NAVAIR) Contract Department (AIR 2.3.2.5) has a requirement to upgrade, update and improve the Global Reconstruction Analysis & Measurements System (GRAMS) and its software applications, namely Tactical Acoustic Processing Suite (TAPS) and ORION.  In order to remain compatible in form, fit, and function with current existing equipment, the Government intends to negotiate with Maritime Surveillance Associates on an other than full and open competitive basis.  The acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other services or supplies will satisfy agency requirements.  Maritime Surveillance Associates is the only known company that produces the Global Reconstruction Analysis & Measurements System (GRAMS) suite.  The NAICS for this requirement is 541511 (Custom Computer Programming Services).  This notice of intent is not a request for competitive proposals.  Interested parties may identify their interest and submit a technical capability statement in response to this notice.  Any questions concerning this announcement should be submitted to Ted Smith, Contract Specialist at the following address: [email protected] by 2:00 PM eastern Standard Time on 10 November 2016.
