The Government intends to award a delivery order under IDIQ Contract No. HQ0028-06-D-0009 to Terry Steiner International Inc. for broadcast rights to televise, reproduce, and distribute programs by encrypted, digitally compressed satellite transmission system (currently Scientific Atlanta’s PowerVu Plus (MPEG-2)) and/or by mail to authorized AFN television outlets outside the contiguous United States for non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution system. Programming will consist of made-for-television programs and movies. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
