STATEMENT OF WORK

1. Background

This is a firm fixed price, non-personal service purchase order. Government personnel will be responsible for the overall scheduling of project activity and will provide the contractor's liaison/project manager, as appropriate, scheduling information. NOAA's Southwest Fisheries Science Center (SWFSC) is responsible for protecting and managing marine mammals within U.S. waters of the California Current Ecosystem along the U.S. West Coast and the eastern topical Pacific Ocean (ETP). At both a national (Magnuson-Stevens Act) and international (e.g., Party to the Agreement on the International Dolphin Conservation Program and Inter-American Tropical Tuna Commission, signatory to FAO Code for Responsible Fisheries Management) level, the US is committed to an ecosystem approach to fisheries management. The SWFSC provides extensive support to this agency-wide effort through its research and development of capabilities to better assess ecosystem impacts of fishing and other anthropogenic activities. Nowhere is this more evident than in the ETP.


2. Schedule/Performance Period

The period of performance for this work is 1 March 2009 through 28 February 2010.


3. Scope of Work

The contractor will use available software (e.g., Adobe InDesign) to create, in collaboration with SWFSC subject matter experts, an ETP Report Card to raise awareness of the importance of the ETP to consumers, managers, scientists and other constituents. The report card will be in the form of an electronic document that is suitable for printing on glossy stock and distribution. The target audience for the report card is policymakers and educated constituent groups. Critical elements of the report card include: a description of the ecosystem services (and potential future services) in the ETP from which we benefit, historical and ongoing research at the SWFSC that illustrates the capability to develop ecosystem approaches to management and forecasts to better anticipate the impacts of climate change and anthropogenic activities both on the ETP ecosystem and the services upon which we have come to rely. Graphics to illustrate our work and the importance of our ability to develop forecasting capabilities will be essential to this effort. The look and feel of the document must be consistent with the SWFSC environment and the messages we are trying to convey. Most importantly, the report card must be attractive and engaging to be an effective communication tool.

The contractor shall also develop a website, working in collaboration with SWFSC subject matter experts and ITS experts, to support and expand upon the ideas in the Report Card. The website will contain additional references and details beyond those included in the glossy document. The website must be compatible with the SWFSC content management system and security and other requirements.


Deliverables

The contractor shall provide to the PRD Director an ETP report card in electronic format suitable for printing; the report card shall be a glossy report that can be printed in hard copy and distributed. The contractor shall also develop a website containing associated materials and additional references.
