This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-14-T-0023 will be issued as a Request for Proposal on or after 29 February 2014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54, and DPN 20111207. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 922160 and the business size standard is NTE 6.5 million. This procurement constitutes Item 0001, 0002, and 0003.

The Government intends to make a single order contract to responsible offeror which is the most advantageous to the Government. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption.
