The National Science Foundation (NSF), an independent agency of the United States Government, is performing market research to determine potential sources for international tax consulting services with particularized expertise regarding the tax laws, rules, regulations and policies of the Government of Greenland as they apply to U.S. corporations and individuals supporting or engaging in federally funded research in Greenland either through contracts or federal financial assistance awards.

Background

The National Science Foundation (NSF) is an independent federal agency created by Congress in 1950 to promote the progress of science; to advance the national health, prosperity, and welfare and to secure the national defense. The Division of Arctic Sciences in the Office of Polar Programs  supports scientific research in the Arctic and operational support related to that research. Science programs include disciplinary, multidisciplinary, and broad, interdisciplinary investigations directed toward both the Arctic as a region of special scientific interest and a region important to global systems. Disciplinary interests encompass the atmospheric, biological, physical, earth, ocean, and social sciences. To support the Arctic science mission, the Arctic Research Support and Logistics (RSL) Program supports the field component of research projects funded through science programs in the Division of Arctic Sciences of OPP and through other programs at NSF. RSL relies primarily on U.S. contractor and subcontractor workforces to supply the logistics support necessary to perform this research. Generally, NSF supported researchers are U.S. citizens employed by U.S. colleges and universities who receive federal financial assistance in the form of grants or cooperative agreements.

Responses to this Sources Sought notice will be treated as information only and will be considered as part of the Government's market research efforts.

Any interested firm should submit a written capability statement to include its experience in international tax matters, with particularized expertise in the Government of Greenland's evolving income tax laws, as well as other Government of Greenland tax laws, rules, regulations or policies that may be implicated by the aforementioned U.S. activities in Greenland.

Please do not submit any proprietary information in your capability statement.

Capability statements shall not exceed 5 pages readable in Microsoft Word 2007 and must be submitted via e-mail to Mary Rouse, Contracting Officer, [email protected] no later than February 24, 2012. Only e-mail electronic submissions will be accepted.
