This synopsis is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), intends to award a Firm Fixed Price contract on a sole source basis to FLIR Detection, Inc., located at 1024 S. Innovation Way, Stillwater, OK 74074-1508 for maintenance and repair services on Griffin 460 instruments and advanced training to users. FLIR Detection, Inc. is the original equipment manufacturer (OEM) of the proprietary Griffin 460 GC/MS instruments; provider of the manufacturer’s extended warranties, distributor of genuine Griffin 460 parts, and provider of expert level training. No other vendor has the knowledge or permission to service these systems. 

The associated North American Industry Classification System (NAICS) code is 811310 with a size standard of $8,000,000.00. The associated Product Service Code (PSC) is J066 – Maint/Repair/Rebuild of Equipment – Instruments and Laboratory Equipment.

The Government anticipates an award date of July 2021. The contract term will be one (1) base year and three (3) option years, after date of award.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. No solicitation will be available for this procurement.
