CITY OF MONMOUTH GRIND/INLAY PAVING PROJECT - 16TH STREET/ECOLS STREET/ MADRONA STREET Bids due 2:00 pm, September 22, 2021 ADVERTISEMENT FOR BIDS Sealed bids for the furnishing of all labor, materials and equipment necessary to complete the "Grind/Inlay Paving Project - 16th Street /Ecols Street/Madrona Street" will be received at the offices of the Russ Cooper, City of Monmouth Public Works Director, 401 Hogan Road, Monmouth, Oregon, 97361 until September 22, 2021 at 2:00 pm, (PDST). The bid opening will follow immediately thereafter. Proposals shall be clearly marked with the project title, showing date and time of bid opening, and with the name and address of the bidder. All proposals received will be publicly opened and read aloud at the above place, time and date. Bids received after the above date and time will not be accepted. Bids must be written on the forms provided in the Contract Documents and must be signed by the Bidder, or an authorized representative. A non-mandatory pre-bid meeting will be held September 13, 2021 at 2:00 at City of Monmouth Public Works located at 401 Hogan Road, Monmouth, OR. This project consists of grind and overlay of 3 streets within the City of Monmouth: 16th Street: 33' wide grind and inlay of approximately 2,855 lf of street along with associated sawcutting and striping. 16th Street is located within multiple school areas (Central High, Talmadge Middle, and Ash Creek Elementary). Week end/Night/Holiday work will be strongly encouraged in an effort to minimize impacts to travel for vehicles and pedes trians during school hours. Ecols Street: 36' wide grind and inlay of approximately 1,520 lf of street along with associated sawcutting and striping. Madrona Street: 36' wide grind and inlay of approximately 550 lf of street along with associated sawcutting and striping. All construction shall be completed within 6 months of award of contract. This includes construction and any final correc tion items upon City of Monmouth final inspection. At a minimum, the following plan room services will receive sets of Contract Documents for the work contemplated herein: Oregon DJC Plan Center, Portland OR; Salem Contractors' Exchange, Salem OR; Each proposal shall be accompanied by an unconditional certified check, cash ier's check or bidder's bond in the amount of five (5) percent of the total amount of the bid, payable to City of Monmouth, Oregon, as a guarantee that the bidder, if his/her proposal is accepted, contractor will promptly execute the contract, secure payment of worker's compensation insur ance, and furnish a Separate 100% Corporate Surety Performance Bond and a Separate 100% Payment Bond for the faithful performance of the contract. The contractor may be asked to have their Surety furnish a letter certifying they have currently reviewed the Contractor's finan cial statement and that the Contractor is financially sound prior to award. Qualifications: Bidders must be an established business (minimum three years) doing like projects and be registered with the Oregon Construction Contractor's Board. Prime bidders must be prequalified under the provisions of ORS 279C.435. References: Prime Bidders must present three (3) references, including business name, contact name and title, phone number and email address, for projects similar in size and scope and completed within the past five (5) years. References must be included in the bid packet. A subcontractor listing is required and can be submitted with the bid. If the subcontractor listing is not submitted with the bid, it must be received within two (2) hours after the bid closing time and date and can be emailed to [email protected], or faxed to503-838-0201, or hand delivered to 401 Hogan Road, Monmouth, Oregon 97361. Failure to supply a correct subcontractor listing may result in bid rejection. The Owner reserves the right to reject any Contractor who has not performed acceptably on past projects with the Owner, or others (this includes sub-contractor rela tionships). The Owner reserves the right to reject any Contractor who the Owner deter mines cannot do the project within the timeline or does not have the resources and financial stability to complete the project. The Owner reserves the right to postpone award for a period not to exceed 14 days after the bid opening; to reject any or all bids; to reject any bid not in compliance with prescribed solicitation procedures and requirements and other applicable laws; to waive any informality in a bid; to increase or decrease bid items depending on available funds; and to make awards in the best interest of the Owner.
