The Naval Surface Warfare Center Panama City Division intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Falmouth Scientific, Inc. (FSI), 1400 Route 28A P. O. Box 315, Cataument, MA 02534 for a Ground Fault Circuit Interrupt (GFCI) design and documentation.  The award will be for the following components:  one (1) each Falmouth design and documentation, six (6) each fabrication and testing of 185V GFCI PCB, three (3) each fabrication and testing of field verification  test fixture, and one (1) each travel.  This purchase is unsuitable for full and open competition for the following reasons.  FSI developed the 48 Volt Direct Current (DC) Ground Fault Circuit Interrupt (GFCI) for use on this Seal Delivery Vehicle (SDV).  During the design of the 48 volt DC GFCI circuit, the SDV community paid for the complete design of this technology through Non-recurring Engineering (NRE) costs.  To source this work to any other company would require the government to pay for these NRE costs again.  The only NRE costs that will be included in this procurement will be to alter the original design to operate at a higher voltage.  This will result in NRE costs being a small fraction of what would result in taking this procurement into full and open competition.  Additionally, the Navy Office of Compliance (OOC) has already approved the FSI GFCI design for use in the SDV.  Delivery of items will be to the Naval Support Activity- Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, Florida 32407-7018.  NAICS Code: 335931  FSC: 5998  SBA Size Standard: 500 Employees.  Point of Contact:  Sharon Hess, Code G03 NSWC PCD, 110 Vernon Avenue, Panama City, FL 32407  Email: [email protected]  850-234-4413   Award will be based on a fair and reasonable price and award will be made on or about Nov 1, 2013.
