The procurement will be 100% small business set-aside. The U.S General Services Administration Pacific Rim Region 9 (GSA) has a requirement for a Professional Services contract with the primary scope being utilities auditing and consultation. Any responsible source may submit a proposal.  The contractor shall provide all personnel, supplies and equipment necessary for performing the contract requirements that are not explicitly stated as Government provided. Capabilities sought include in-depth knowledge of utility markets in California, Arizona, Nevada and Hawaii (especially California), to include regulatory framework and proceedings and energy markets, and auditing of utility contracts to include 3rd party natural gas and direct access electricity contracts.  Access to market index data, to include but not limited to Intercontinental Exchange historical and forwards market data, is necessary to perform required work. 
This procurement anticipated that one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Requirements type contract will be awarded. The period of performance will be five (5) years from date of award, with a maximum ordering limitation (all orders cumulatively for the five years of the contract) of $150,000.  Task Orders will be firm fixed price to the maximum extent practicable.
Award will be on the basis of a best-value source selection considering price and non-price factors, with more weight placed on non-price factors.
