*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Enabled Energy, Inc., Littleton, CO for the purchase of the development, design, and implementation of a vendor neutral, simple, tailored monitoring system for the facilities infrastructure for the NOAA Earth System Research Laboratory (ESRL) Global Systems Division (GSD) in Boulder, CO.

***The sole source determination is based on the NOAA ESRL GSD's requirement for development, design, and implementation of a vendor neutral, simple, tailored monitoring system for the facilities infrastructure.

Enabled Energy was selected to provide the three phase approach due to their extensive knowledge in this field and their past experience and demonstrated capability with GSA and NOAA. Enabled Energy is uniquely qualified to perform the work because they bring specific (David Skaggs Research Center) and data center (NOAA Boulder data centers) knowledge and expertise to our requirements. No other company brings this expertise.

In 2010 GSA selected Enabled Energy to perform a detailed study of DSRC data center's Power Usage Effectiveness (PUE) levels. PUE is a common data center efficiency metric that represents power, cooling and infrastructure components and part of NOAA's reporting requirements per Executive Order 13693. This is a critical area since GSD data centers represent approximately 50% of our total facility energy costs. Enabled Energy provided data gathering, data center air-flow analyses including complete and comprehensive computational fluid dynamics (CFD) models which are still accessible & referenceable, interviews and a detailed evaluation report to GSA that addressed Energy Conservation Opportunities (ECO's) or recommendations to become more efficient and cost effective without reducing productivity. The study was partly sponsored through the American Recovery and Reinvestment Act (ARRA) and Xcel Energy of Colorado.

Enabled Energy provided GSA and GSD with a detailed report including recommendations following the study. Working with Enabled Energy and GSA, GSD implemented affordable recommendations to recognize real savings in power utilization.

Based on market research, there is no other local company that has GSA approval, specific building infrastructure expertise and knowledge of our unique data centers.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
