The United States Transportation Command (USTRANSCOM) is seeking information on industry capabilities for liner transportation of containerized and break bulk cargo between U.S. Naval Station Guantanamo Bay, Cuba (GTMO) and Jacksonville, Florida (JaxPort/CONUS).

This announcement constitutes a Request for Information only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this Request for Information.

Amendment 1

The purpose of this amendment is to request rough order of magnitude (ROM) pricing for Port to Port ocean service between Jacksonville Florida (JAX) and Guantanamo Bay, Cuba (GTMO). The ROM pricing is for informational purposes only. Pricing will be kept confidential and will not be used for other than market research purposes.

Provide ROM pricing for the following Port to Port container movements:

From JAX to GTMO:
20 ft dry
40ft dry
40 ft reefer

From GTMO to JAX:
20 ft dry
40ft dry
40 ft reefer

 Amendment 2

The purpose of this amendment is to extend the response date to Monday, January 27, 2014 at 1:00 pm Central (1300) time and to define "Port to Port" as referenced in Amendment 1 to this RFI.

Port-to-Port means the per-container ocean rate excluding any line-hauls or accessorials.

Amendment 3

The purpose of this amendment is to update the RFI to include the following:
• revised description of services;
• requirements changes from the prior GTMO solicitation (HTC711-13-R-W002);
• updated Market Research Questionnaire;
• draft Performance Work Statement (PWS)
