This is a Notice of Intent, not a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Animal Specialties and Provisions600 Commerce Drive Quarkertown, PA 18951

For: guinea pig and mouse feed as well as bedding material

Mouse feed, and Irradiated guinea pig feed were analyzed and approved by the Animal Program Director, for the research animal diet. Animals are maintained in a sanitized micro-environment and cages with feed and bedding must be capable of being sterilized in an autoclave. Through research and analysis we have identified the proposed feed and bedding as capable of providing necessary nutrients and environment following sterilization. To maintain research integrity, with patient studies, it is critical that new variables are NOT introduced to the study.  Support of the Division of Intramural Research, NIAID, NIH.  Place of delivery is Bethesda, MD 20892. 

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-2046730) to Calvin Robinson at [email protected], by 9:00 AM eastern standard time Saturday, Nov 7th, .  All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
