The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Laboratory of Viral Diseases (LVD) intends to negotiate on an other than full and open competition an indefinite quantity, indefinite delivery order (IDIQ) contract with Charles River Laboratories 251 Ballardvale street, Wilmington, Massuchutes 01887 for the purchase of guinea pigs 250-300 grams for use in a vivo transmission studies model.  It is estimated that over 400 animals will be required with 24-36 animals delivered each over a period of six months.  Charles River Laboratories provided the guinea pigs when this initial study was started. Changing the source of research animals at this time would introduce additional variables that may require additional testing to maintain the integrity of the study and could negatively impact the current progress and may require duplication of effort and costs to modify protocols and obtain new approvals.   This is not a request for proposal.  All responsible sources may submit a response that will be considered. The Government reserves the right to make a decision whether this requirement is available for competition. All responses shall be submitted no later than 3:00 PM on Wednesday, August 22, 2014 to Jennifer Burke at [email protected].
