1.0 DESCRIPTION

The Naval Air Systems Command (NAVAIR) in support of the H-1 Program Office (PMA-276) is seeking information from industry for a Field Support Representative (FSR) for the Optimized TopOwl (OTO) Helmet Mounted Sight & Display, (HMSD) System.

The OTO HMSD is the Program of Record Helmet Mounted Display system for the United States Marine Corps AH-1Z and UH-1Y aircraft. The OTO HMSD System is produced by THALES AVS FRANCE SAS. The Government is seeking responses from interested and capable sources that can provide on-site technical assistance to support the OTO HMSD.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS RFI. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE EXPENSE OF INTERESTED PARTY. NOT RESPONDING TO THIS RFI DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.


2.0 BACKGROUND

The Government is soliciting information on industry's ability to provide a FSR to support the OTO HMSD System on USMC H-1 aircraft. The Government intends to utilize the responses to determine what is available in the marketplace to support the OTO HMSD System. The respondent should address its ability to perform each of the following and include a response to each of the specific attributes identified below.

The following attributes are required:

• The FSR shall provide on-site technical assistance necessary to support the latest configuration of the OTO HMSD system on the H-1 aircraft, Full Flight Simulators, Flight Training Devices and Composite Maintenance Trainers.
• The FSR shall provide technical assistance to include:
o Conducting Organizational and Intermediate (O/I) level OTO system maintenance.
o Conducting both H-1 aircraft and OTO Weapons Replaceable Assemblies (WRA) troubleshooting, maintenance, and inspection.
o OTO Support Equipment (SE) troubleshooting and WRA corrective maintenance and/or replacement.
o OTO system training.
o OTO system Supply Support.
• The FSR shall be stationed at Camp Pendleton, CA and shall travel to various CONUS/OCONUS United States Marine Corps Air Stations.
• The FSR shall support squadron pre-deployment exercises.
• The FSR shall possess specialized knowledge, experience, and skills and have access to vendor information covering the installation, operation, modification, and maintenance of the entire OTO system, as installed and operated on H-1 aircraft.
• The FSR shall provide consistent liaison with THALES AVS FRANCE SAS, the USMC Depot workforce stationed at FRC-E, and Program Office personnel stationed at NAS Patuxent River, MD.
• The FSR shall participate in on-site Hazardous Material Report (HMR)/ Engineering Investigation (EI) evaluations, as requested.
• The FSR shall provide on-site classroom and on-the-job training to DoD military and civilian personnel regarding OTO system operation; vendor and Government configuration practices and changes; OTO system maintenance and trouble-shooting; OTO bench checks; both routine and specialized OTO system maintenance, inspection, and repair of OTO system equipment, specialized OTO tools/SE, and OTO test equipment.
• The FSR shall provide subject matter expertise to CNATT MARUNIT during deployment and maintenance of formal training courseware. Skill augmentation training shall be provided, as requested, to impart the latest OTO configuration updates as maintenance and supportability changes are introduced. Training documentation shall be provided by TDSI for support of both local and deployed DoD military and civilian personnel.
• The FSR shall render technical assistance to resolve difficult and unusual maintenance anomalies.
• The FSR shall support O/I-level OTO SE troubleshooting, maintenance, and WRA replacement.
• The FSR shall provide technical expertise to assist Government In-Service Engineers (ISE) with flight simulator OTO system troubleshooting and maintenance.
• The FSR shall provide an analysis of maintenance anomalies and recommend to NAVAIR changes to maintenance and inspection procedures designed to improve the quality of maintenance and enhance system supportability.
• The FSR shall support and attend logistics / technical support meetings, briefings, teleconferences, etc., as requested.
• The FSR Shall assist in completing basic aircraft mapping functions utilizing specialized SE provided by the government. Additionally, he/she will manage and control all mapping files ensuring proper data back-up and aircraft configuration tracking.
• The FSR shall manage all OTO software and applicable software updates to include ensuring the inter-operability of the aircraft and/or system software, including the latest approved aircraft OFP, current aircraft map(s), and all BRU data files, etc.
• The FSR shall perform other duties and tasks in support of the OTO system as required.
• A fully-qualified FSR shall be in place within 60 days of contract award.


3.0 REQUESTED INFORMATION

Each respondent shall submit a Capability Statement detailing how they can provide FSR support for the OTO HMSD System. The respondent must detail how they can satisfy the requirements identified above.

The responses shall include the following information:

a. A Capability Statement detailing how FSR support will be provided and the companies' ability to meet the requirements detailed in this Request for Information. Classified information shall not be provided.
b. Point of Contact to include e-mail address and phone number.


4.0 RESPONSES

Please be advised that NAVAIR must be able to share a respondent's information both within the Government and with covered Government support contractors. As such, respondents shall not include proprietary data within their submission.
International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required.

5.0 SUMMARY

THIS IS A REQUEST FOR INFORMATION ONLY TO IDENTIFY SOURCES THAT CAN PROVIDE A FIELD SUPPORT REPRESENTATIVE (FSR) TO SUPPORT THE OPTIMIZED TOPOWL (OTO) HELMET MOUNTED SIGHT & DISPLAY, (HMSD) SYSTEM. THE INFORMATION PROVIDED IN THE RFI IS SUBJECT TO CHANGE AND IS NOT BINDING ON THE GOVERNMENT. THE GOVERNMENT HAS NOT MADE A COMMITMENT TO PROCURE ANY OF THE ITEMS DISCUSSED, AND RELEASE OF THIS RFI SHOULD NOT BE CONSTRUED AS SUCH A COMMITMENT OR AS AUTHORIZATION TO INCUR COST FOR WHICH REIMBURSEMENT WOULD BE REQUIRED OR SOUGHT. ALL SUBMISSIONS BECOME GOVERNMENT PROPERTY AND WILL NOT BE RETURNED.
