The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement N00421-09-G-0003 with Honeywell International, Inc. of Clearwater, Florida, to provide technical support for the H-764G, Embedded GPS/INS (EGI) in the CH-46E aircraft. This procurement will involve only the modification of the EGI Operational Flight Program (OFP) to enable its integration with the Blue Force Tracking (BFT) system in the aircraft.

As the designer, developer, and OEM for the H-764G, Honeywell is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other that full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is contract award thru government FY-11. Numbered Note 22 applies.
