The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm-Fixed Price (FFP) delivery order under Basic Ordering Agreement N00421-09-G-0003 with Honeywell International, Inc. of Clearwater, Florida, to provide technical support for the H-764G, Embedded GPS/INS (EGI) in the H-1 Upgrades Program. This procurement will involve only the integration of the Helicopter Single Card Altimeter (HSCA) into 12 Legacy AH-1W EGI units. This delivery order covers the technical effort to upgrade the 12 AH-1W EGI units.

As the designer, developer, and OEM for the H-764G, Honeywell is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other that full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 6 months beginning after contract award. Numbered Note 22 applies.
