The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis with The University of Maryland Center for Environmental Science, Chesapeake Biological Laboratory, 1 Williams Street, Solomons, MD 20688 to expand on the initial findings of environmental exposure to polycyclic aromatic hydrocarbons (PAHs) with a more detailed and comprehensive look at PAH exposure from the air in one high-risk region. It includes exploring PAH exposure on an individual basis and assessing environmental PAH exposure in the high-risk esophageal cancer region of Linxian China. Specifically, this procurement is for PAH analysis of a suite of passive and active air samples collected over 3 days from 10 households. This procurement represents a two-step analytical plan, with the first step consisting of analyzing samples collected during a single day, Day 2, and the second consisting of samples from days 1 and 3. The first ?cross-sectional? analytical step will provide insight on how to most efficiently, e.g., cost effectively, measure other samples collected over a more extended period of time. Services shall be provided for 7 months from the date of award. Chesapeake Biological Research Laboratory (CBRL) specializes in the evaluation of organic contaminants in the atmosphere and in surface waters. This area of expertise is uniquely suited to accomplish the objectives this procurement. CBRL at University of Maryland has the unique GC/MS standards necessary to analyze the requisite extensive set of PAHs and the biologically more active nitro-PAHs required by NCI for the proposed evaluation. Therefore, NCI can safely say there is no other lab that possesses the experience, expertise, and capability required to complete this analysis in a timely fashion. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $11M. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement.
