The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Stockpile (NVS) intends to solicit quotes for the production of Hemagglutinin 5 subtypes of Avian Influenza (AI) Vaccine, for use in One-Day Old Chickens. NVS has established an AI Vaccine Bank to ensure an adequate supply of high quality vaccine. The goal is to develop sources of AI vaccine available for delivery anywhere in the United States within 24 hours of order by the NVS. The vaccine must be (1) licensed or licensable by the USDA Center for Veterinary Biologics; (2) suitable for use in an emergency vaccination program able to detect infection in vaccinated animals (DIVA); and (3) suitable for use in one-day-old chicken. The Government is considering a firm fixed priced, requirements type contract of Avian Influenza Vaccine. The anticipated period of performance shall be 36 months, from date of award September 2011 through September 2014.The USDA intends to award a Firm-fixed price commercial contract for this effort. This will be a best value procurement.
