This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. It is the intent of the Contracting Office to use this for Market Research purposes only. If a formal solicitation is released, it will be via the BetaSam.gov. The Government shall not reimburse the costs of preparing responses to this request for information.

The Mission and Installation Contracting Command Fort Bliss, Texas seeks viable contractors who are capable and willing to provide Portable Latrine Services at Fort Bliss Installations and New Mexico White Sands and McGregor for use during training events and any other events. The training location requires suitable portable latrines that can be staged before training starts and pick-up when training is complete. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision and other items and non-personal services necessary to perform Portable Latrine Services that will be defined in the Performance Work Statement (PWS). A detailed PWS is still in development and will be posted with the solicitation. Services will require monthly rental rate per unit; weekly unit rate per unit; and a daily rental rate per unit, a separate change for transfer/transport unit price and emergency (short notice) set up price per job.

If this requirement is issued, the Government intends to issue an IDIQ (Indefinite Delivery, Indefinite Quantity) to a Small Business. The estimated period of performance (POP) is a 12 month base period with four 12 month option periods. Deliveries will be spread out over the year on an individual delivery order.

The applicable North American Industrial Classification System (NAICS) Code is 562991 (Septic Tank and Services) and a Small Business Size Standard of $7.5m.
